Canada Executive Breakfast
Communications Security Establishment Looks at Transformation.

The second AFCEA Canada Executive Breakfast featured  Keith Coulter, the chief of the Communications Security Establishment (CSE), who spoke to a group of 110 members of government and industry.
 
Coulter focused on the transformation in CSE since the tragic event of September 11, 2001.  Since that event, CSE has had its threefold mandate enacted in legislation: collect foreign intelligence under the priorities of the Canadian Government; provide advice to all government departments on information technology security; and provide technical and operational assistance to the law enforcement agencies–mainly the RCMP and CSIS.
 
Coulter emphasized that these mandates are all performed in accordance with the priorities laid down by the government and that his agency has an independent oversight committee that is headed by a former Chief Justice Justice Lamer.
 
Some of the challenges and changes were outlined under the headings of technology, visibility to the government and the public, authorities, budget, recruitment and partnerships and management improvements. Coulter noted how CSE activities have changed concerning the public and how they have become more open to letting Canadians know what they do. He quoted an unknown source as saying: “If we expect the public to trust us, then they must know something about us.”
 
He summed up the transformation of CSE since 9/11 as “growing, changing and delivering”.
