Navy Reorganizes for Space

The U.S. Navy has created a new office that increases its emphasis on integrated space systems acquisition. The new office, Program Executive Officer (PEO) Space Systems, is being created from previously existing resources, including the Space and Naval Warfare Systems Command (SPAWAR) PD-14 Space Technology Systems and PMW 146 Communications Satellite Program Office.
The new PEO Space Systems will act as a single, central acquisition authority for the procurement of Navy space systems. Navy officials offer that its creation will change the Navy’s acquisition approach from one focused on specific programs and platforms to one that addresses requirements for integrated systems that cross many platforms and functions. Coupled with the SPAWAR Space Field Activity (SSFA), the new office will integrate space systems acquisition across the Navy as well as interface with the U.S. Defense Department.
Rear Adm. Rand H. Fisher, USN, heads the new office. He also serves as director, National Reconnaissance Office (NRO) Communications Office, and commander, SSFA. This multi-hatted approach helps ensure continued partnership with the NRO. As head of PEO Space Systems, Adm. Fisher also serves as the Navy’s space program executive officer as required by National Security Space Acquisition Policy NSS-03-01. He will coordinate with the undersecretary of the U.S. Air Force for space systems acquisition matters.
PEO Space Systems will be responsible for assigned naval space programs including the Leased Satellite System (LEASAT), Ultra High Frequency (UHF) Follow-On and Mobile User Objective System (MUOS). Its responsibilities include the space segment and associated ground infrastructure necessary to interface with user terminals. The Navy’s PEO C4I and Space office will continue to be responsible for COMSAT terminals, and it will team with PEO Space Systems to integrate spacecraft system capabilities with naval satellite communications terminal programs.
In announcing the reorganization, Assistant Secretary of the Navy for Research, Development and Acquisition John Young describes it as an alignment effort designed to enhance the efficiency and effectiveness of the Navy’s critical acquisition programs. “As the single, central acquisition authority for the procurement of Navy space systems, PEO Space Systems will develop, produce and provide reliable space systems to support joint, coalition and naval operations for the 21st century,” he states. “Space systems are a key part of today’s navel capability and will be an integral part of tomorrow’s systems such as CG(X).”
