Information Warfare Contract—Six prime contractors have been selected to compete for individual delivery orders on a $252 million contract in the offensive and defensive information warfare arenas. Services to be provided to the U.S. Air Force Information Warfare Center, Lackland Air Force Base, Texas, include systems planning, feasibility studies, systems engineering, analysis, prototyping, software development, verification, validation, documentation, software maintenance, systems integration and systems testing. The six contractors are Adtech Systems, San Antonio; Computer Sciences Corporation, Falls Church, Virginia; Macauley Brown, Dayton, Ohio; Science Applications International Corporation, San Diego; Titan Corporation, San Diego; and Veridian Information Solutions, which was acquired by General Dynamics, Arlington, Virginia, in August. The contract period ends in August 2009.
Genesis II Contract—Information technology solutions to help combat commanders collect intelligence and deploy countermeasures against enemy communications and intelligence systems will be provided by CACI International Incorporated, Arlington, Virginia. The U.S. Army Intelligence and Security Command (INSCOM), Fort Belvoir, Virginia, awarded the $154.7 million Genesis II contract to support INSCOM sites, other national intelligence agency sites and Army tactical units worldwide. The work will include engineering and building portable electronic intelligence systems for ground and airborne use; supporting equipment such as power generation systems, platforms and physical security systems; and life-cycle maintenance and quality assurance for the products CACI supports. The company will provide project management, systems integration, installation, testing, repair, training, fielding and facilities and installation support.
Digital Battlefield Maps—Looking to advance toward next-generation terrain processing and network-centric enterprise services to meet surge requirements during conflict, the U.S. Army has awarded a $100 million topographic information contract under its new Combat Terrain Information Systems–Systems Engineering and Integration Program. Working for the Army Engineer Research and Development Center’s Topographic Engineering Center, Alexandria, Virginia, Northrop Grumman Information Technology, Herndon, Virginia, will develop advanced tactical systems and software. The objective will be to provide commanders with essential information through automated terrain analysis and graphics for intelligence preparation of the battlefield, terrain visualization and other topographic information functions. Tasks will include program management, software and systems engineering, software and systems integration, integrated logistics support and training. Work on the contract will be performed at Northrop Grumman Information Technology facilities in Chantilly and Sterling, Virginia, and at Fort Hood, Texas. Team members include Environmental Systems Research Institute, Redlands, California; Leica Geosystems, Alexandria, Virginia; Gichner Shelter Systems, Dallastown, Pennsylvania; Trimble-TDS, Sunnyvale, California; United Computer Products Company/OPTIA, Altoona, Pennsylvania; Virginia Tech University, Visualization and Animation Group, Blacksburg, Virginia; and Xterra Corporation, Reston, Virginia.
Helmet-Mounted Display Technology—Lockheed Martin Aeronautics Company, Fort Worth, Texas, the prime contractor for the F-35 Joint Strike Fighter (JSF), has awarded an $84.7 million contract for helmet-mounted display (HMD) technology. The contract covers the JSF system development and demonstration phase, planning for low-rate initial production and subsequent full-rate production phases. Production orders likely would be for more than 3,000 HMD systems. Under the contract, Vision Systems International (VSI) LLC, San Jose, California, will develop and deliver HMD units to support the JSF development and integration laboratories, the JSF simulators and the JSF flight-test platforms. In addition to its work on the JSF HMD, VSI is the major subcontractor to The Boeing Company, the prime contractor and integrator for the Joint Helmet Mounted Cueing System (JHMCS), and is in production of the JHMCS for the U.S. and international F-15s, F/A-18s and F-16s. It is also in final development of the Display and Sight Helmet Generation IV HMD under multiple contracts to Lockheed Martin and Boeing.
New Engineering Research Facility—A Special operations facility for the Naval Surface Warfare Center Coastal Systems Station in Panama City, Florida, will be designed and constructed under an $8.5 million contract awarded to Whitesell-Green Incorporated, Pensacola, Florida. The new multistory engineering research facility will include a boathouse, project assembly area, dive locker and laboratory, and support spaces to be completed by June 2005.
Radar Upgrades for Super Hornet—As part of the F/A-18E/F Super Hornet Block II upgrade, existing mechanically scanned antennas will be replaced with radar antennas that can be steered at close to the speed of light by a radar beam. The rapid beam scan feature will dramatically improve performance, and because the new array is solid-state, mechanical breakdowns will be eliminated. The active electronically scanned array (AESA) radar is part of an upgrade program which includes integration of advanced mission commuters, high-speed data network, cockpit controls and displays, environmental control system upgrade and forward fuselage affordability improvements. Integrated Defense Systems, St. Louis, a unit of The Boeing Company, won the $49.5 million AESA low-rate initial production contract with delivery scheduled for early 2005.
Digital Certificates for FBI—An enterprise-level deployment of public key infrastructure (PKI) at the Federal Bureau of Investigation (FBI) is to begin in December. PKI, an infrastructure of cryptographic software that generates two large mathematically related numbers used to identify persons conducting business on the Internet, will be provided through completely commercial off-the-shelf software, requiring no modifications, minimizing risk and enabling rapid installation. The initial contract value is approximately $4 million to Northrop Grumman Information Technology, Herndon, Virginia, for program management, design and implementation services for PKI support to 50,000 FBI employees. However, as the program expands into other U.S. Justice Department agencies, a potential need exists for an additional 200,000 PKI certificates. Initial deployment will be at FBI headquarters in Washington, D.C., and one field office in Oklahoma City, Oklahoma. Northrop Grumman team members on this contract include PEC Solutions Incorporated, Fairfax, Virginia; Entrust Incorporated, Addison, Texas; and Schlumberger Limited, New York.
Commercial Practices for SPAWAR—The U.S. Space and Naval Warfare Systems Center (SPAWAR), Charleston, South Carolina, will be taking a look at commercial best practices with the assistance of Computer Sciences Corporation (CSC), El Segundo, California. CSC will help SPAWAR’s Command and Control Systems Department analyze its business operations and implement appropriate commercial best practices as well as provide the department with program and project management, financial management, information technology and administrative support. Work on the $36 million contract will be performed in Charleston; Tidewater, Virginia; and Patuxent River, Maryland.
Missile Defense Expertise—The Missile Defense Agency Advanced Systems Deputate, Arlington, Virginia, has tapped Sparta Incorporated, Lake Forest, California, for research and development analyses, risk reduction as well as planning and participation in test programs for key technologies and concepts. The requirements for the $29.2 million contract include specialized experience in ladar, radars, passive sensors, seekers, airborne and space-based systems, command and control, battle management and communications, sensor fusion, survivability, lethality, threat phenomenology, space and aircraft mission planning, data fusing and tracking. The work is expected to be completed in September 2008.
