Global warming and protection of the environment are key issues in the federal government and state legislatures.  We are beginning to see some movement in state legislatures to permit the installation of solar energy panels and clotheslines in homeowners associations.  Taking this trend to a much higher level, in an effort to reduce the consumption of fossil fuels in Colorado, House Bill 08-1270 has been introduced to permit the installation of energy efficiency measures in homeowners associations across the state.  This article addresses the particulars of the legislation as it currently stands.
