Public Hearing on 241 Toll Road Set for July 25
Attend and Support Completion of the 241-Foothill South!

The U.S. Department of Commerce will hold a Public Hearing on the TCA's appeal of the 241-Foothill South project July 25 from 8:30 a.m. to 10:30 p.m. at UC Irvine's Bren Center.  It is critical that supporters of this project attend and make their voice heard during this key phase of the effort to complete the 241.

Chairman's Leadership Breakfast Series Kicks Off
with St. Joseph Health System CEO Deborah Proctor

OCBC was honored to feature Deborah Proctor, President and CEO of St. Joseph Health System, at its first Chairman's Leadership Breakfast of 2008 on June 26.  As interviewed by past OCBC Chairman Tom Phelps of Manatt, Phelps and Philips, Proctor discussed her leadership philosophy, views on heath care reform in California and her unique ascent as a Presbyterian woman to leadership of a $4 billion Catholic Health System.

OCBC and Manatt Phelps and Phillips are proud to present Erwin Chemerinsky, Founding Dean of UCI's Donald Bren School of Law.  Chemerinsky, a nationally renowned professor of constitutional law and federal civil procedure at Duke University, was named founding dean of UC Irvine's law school, effective July 1. Chancellor Michael Drake will introduce Dean Chemerinsky.

OCBC Advocating for Free Trade Agreements

Successfully negotiated free trade agreements with Peru, Colombia, Panama, and South Korea currently await approval by the U.S. Congress and the legislatures in those countries. These agreements provide real benefits to U.S. companies and OCBC is strongly advocating for their approval.

 

Ninety-five percent of the world’s consumers live outside the U.S.  Globalization has rapidly changed both access to foreign markets and the demand for new goods, and especially, services.  A recent visit to OCBC by Bijan Kian, a member of the board of directors of the Export-Import Bank of the United States, concerned the emerging importance of service exports, and OCBC member UPS recently illustrated this point with an agreement to dramatically expand its operation in South Korea -- America's 7th largest trading partner.   

 

OCBC is working to build support of these trade agreements.  The United States-Korea Free Trade Agreement, in particular, would eliminate 95 percent of tariffs on consumer and industrial goods immediately, and almost all remaining tariffs would be abolished within 10 years.  Visit OCBC's Economic Development webpage for more information. 
 

OCBC Welcomes New Board Members
OCBC’s Board of Directors will welcome two new members attending their first meeting this Thursday. 

Wayne R. Gross (pictured top right) is a litigation partner at Snell & Wilmer, where he focuses on trial practice, corporate crisis management, internal investigations, complex civil litigation, intellectual property litigation, and white collar criminal defense. The Orange County Register recently described Mr. Gross as a "dream team" defense lawyer.

Before joining Snell & Wilmer, Mr. Gross served as Chief of the Southern Division of the U.S. Attorney's Office for the Central District of California and prosecuted cases of national and international significance.  Read Gross' full bio here

Robert L. Mayer Jr., Vice Chairman and Chief Operating Officer of the Robert Mayer Corporation, began his career by locating and assembling land for new residential and hotel developments throughout California, Nevada and Arizona.  His background and experience in land acquisition, entitlement and construction allowed him to make a smooth transition from the field to the boardroom. Wireless Summit Brings Cities, Tech Firms Together
OCBC and the County of Orange continue to work on the Wireless Internet Assessment project to determine whether a county-wide wireless internet system would provide positive economic and governmental benefits.  A Technical Summit brought city and public agency IT professionals together on June 27 to discuss interoperability, security protocols and other technical aspects of a prospective regional wireless program with various high-tech service providers.

OCBC member ATS Communications (President Tony Ingegneri pictured at right) as well as Intel, Cisco and others presented case studies on how wireless has enhanced the infrastructure of cities and counties around the nation.  To download presentations from the summit or to learn more about the wireless project, visit OCBC's website.
 

New Report Highlights Potential of
Public-Private Partnerships

The American Council of Engineering Companies of California (ACEC, formerly CELSOC) has released a report examining the use of public-private partnerships in delivering new infrastructure projects and upgrading California's rapidly aging  infrastructure. 

 

"Public-Private Partnerships: Creating Tomorrow's Infrastructure" provides an overview of California's current infrastructure crisis and explores how other countries such as Australia, Canada and the United Kingdom are embracing public-private partnerships as an effective method for renewing, creating or maintaining infrastructure vital to their continued economic development. 


OCBC is on record in support of increasing the use of public-private partnerships, or "P3s," to help the state meet a critical need for new infrastructure -- estimated at over $500 billion in the next 20 years.  OCBC is supporting Governor Schwarzenegger's Performance Based Infrastructure initiative as part of this effort, and has supported legislative proposals such as Assemblyman Roger Niello's AB 2600.  The Business Council will continue to seize opportunities to elevate awareness and promote the advantages presented by P3s.

As costs have soared for employer-provided group health plans, more employers are assessing the long-term savings potential of employee wellness programs. The philosophy behind these programs is simple: healthy employees cost less and are more productive.  There are inherent legal risks associated with wellness programs, however, and OCBC member Rutan & Tucker has provided a thorough analysis to help the business community assess how to reap the benefits of these programs, but avoid potential pitfalls.

SED de SABER -- English Language Learning Demonstration

To help companies improve efficiency by improving English language skills among their employees, the Greater Santa Ana Business Alliance is presenting SED de SABER, a free demonstration of an English Language Learning Device.  The program is based on a briefcase-size kit that includes over 500 phrases and 36 language lessons, including full vocabulary for customer service.  Call for reservations or more information: 714-541-5353, extension 118.

OC Forum "Markets in Transition"

The World Affairs Council will host Dr. Abbas Milani, Director of the Iranian Studies Program at Stanford University and a visiting professor in the department of political science. In addition, Dr. Milani is a research fellow and co-director of the Iran Democracy Project at the Hoover Institution. He is an expert in U.S./Iran relations, Iranian cultural, political, and security issues. The eleventh annual Chancellor’s Ball, “By the Light of Lanterns,” will be a celebration of diverse Asian cultures.  Since 1998, the black tie optional event has raised nearly $650,000 to support student scholarships and programs at Santa Ana College and Santiago Canyon College. The 2008 Chancellor’s Ball is slated for Friday, October 24 from 6 to 11 p.m. in the Disneyland Hotel Grand Ballroom.
