OCBC Endorses OC Supervisors
Campbell and Nguyen for Re-election

OCBC has endorsed Orange County Supervisors Bill Campbell and Janet Nguyen for re-election on June 3.  OCBC reviewed the records of Supervisors Nguyen and Campbell and found them both solid advocates of the Business Council’s key initiatives to enhance infrastructure investment, increase supply of workforce housing and promote solid education programs to ensure a skilled 21st century workforce.

OCBC Discusses New Approach to Meeting
Infrastructure Needs with Assm. Roger Niello

OCBC was honored to host Assemblyman Roger Niello at its Infrastructure Committee meeting this morning for a conversation on public-private partnerships and "Performance Based Infrastructure" (PBI).  Niello was joined by Governor Schwarzenegger's Los Angeles Area Chief Deputy Director Lisa Kalustian as the committee discussed innovative ways to meet the state's half billion dollar need for new infrastructure. 

Assemblyman Niello (pictured at right with Committee Chairman Les Card of LSA Associates) has authored legislation that would increase the use of PBI across the state.  Read more on the Assemblyman's efforts in his recent editorial in the

OCBC's VP of Government Affairs
Appointed to SCAG Board

OCBC Vice President of Government Affairs Kristine Leathers Murray was appointed to the Southern California Association of Governments (SCAG) Executive Administration Committee last week.  This body is responsible for developing policy recommendations to the SCAG Regional Council on key matters.  Murray will serve as a non-voting member representing business priorities as SCAG produces long range planning for Southern California's housing and transportation needs.

Federal, State Agencies Issue Key Decisions
Favoring 241 Toll Road—Project Will Not Harm Wildlife!

The U.S. Fish & Wildlife Service issued its Biological Opinion for the 241 Toll Road last week, confirming that the project complies with the Endangered Species Act.  The opinion concludes the 241 Toll Road will not appreciably jeopardize any endangered or threatened species, contrary to the findings of the California Coastal Commission earlier this year.  

Additionally, The California Department of Fish and Game issued its approval for the project in an agreement released last week.  Now both the state’s environmental experts and federal environmental experts have made findings directly contradictory to the California Coastal Commission’s earlier decision.  The TCA has appealed the Coastal Commission's rejection of the project to the U.S. Secretary of Commerce. 

 

It is critical that the business community act NOW to voice its support of the Foothill South.  Use this link to register your support with the Secretary Gutierrez as he reviews this vital project.  The Foothill South is a critical element of Southern California's future mobility and goods movement in America's fifth largest county. OCBC strongly supports its completion.

Two Capitols, One Voice

Orange County Leaders Make Impact on a Global Stage

OCBC President and CEO Lucy Dunn moderated a discussion held by the Orange County Public Affairs Association (OCPAA) last week on how local leaders, Eileen Padberg and OCBC Board member Paul Freeman of C.J. Segerstrom & Sons have made an impact in some of the most active spots on the international political stage. 

Both Padberg and Freeman (pictured right) gave fascinating accounts of working on the ground in hotspots of the global political scene.

OCBC Explores Countywide Wireless Internet Access

OCBC and the County of Orange hosted a Business Summit May 8 on the Regional Wireless Internet feasibility project.  Attended by over 60 business and civic leaders, OCBC’s Dr. Wallace Walrod presented research on the feasibility of a countywide wireless broadband internet system.  OCBC President and CEO Lucy Dunn delivered opening remarks together with Orange County Supervisor Bill Campbell. 

 

The summit provided valuable input from local government and the business community for an effort still under exploration.  Dr. Walrod (pictured above) presented his team’s analysis of business models for such a system.  These include potential efficiencies for local government and public safety agencies, as well as prospective economic development benefits.  OCBC continues to seek feedback on its analysis, please contact Dr. Wallace Walrod with any questions or comments on this study.
 

OCBC Hosts Superintendent Jack O'Connell for
Dialogue on Workforce Issues

OCBC was honored to host California Superintendent of Public Instruction Jack O’Connell at its April 24 Workforce Development committee meeting.  Committee Chairman Chris Harrington of Toshiba (pictured with O’Connell at right) presided over a packed meeting as the Superintendent spoke about key education and workforce issues, including the state budget's impact on education funding.  Read more about the Superintendent's visit here.

 

OCBC's next Workforce Development Committee meeting will be hosted by Orange County Superintendent of Schools William Habermehl at the Orange County Department of Education in Costa Mesa.  Set for 7:30 a.m. on May 21, this meeting will include a video conference with students of the Global IT Academy and seeks the business community's input on their needs from the workforce of tomorrow.  Contact Alicia Berhow for more information.

Just My Opinion

A Daily Pilot story earlier this month raised an important question about the future of this county.  In “Two Ranch Plans Shown” the Pilot illustrated the “competing visions” for Banning Ranch.  One calls for strict preservation of the land, while the other would develop about 30% of the land for housing and retail while preserving the rest. 

 

The story caught my attention because, the very same day I read the Register's coverage of a grand jury report titled “No Country for Old Boomers finding that the population of senior citizens will double by the year 2030.  “Orange County may find itself with dramatic affordable housing shortages,” said the report; seniors will likely remain in their homes while young families and the middle class are squeezed out of the county due to lack of affordability.

 

OC has so few vacant parcels of land, yet often the inclination to preserve ever more open space takes precedence over the need to house the very people this county needs to pay into our tax systems, provide goods and services and care for an aging populace!  Let's connect the dots and work to make the most of our land use decisions by remembering to plan housing for our future young families in Orange County.  OCBC urges an increase in housing supply, choices and affordability in every city to keep our middle class here.
 

Local and Federal Leaders Look to
Stimulate Housing Market Recovery

Over 40 members of the California congressional delegation signed a letter May 1 urging a permanent increase in the loan limits for Fannie Mae, Freddie Mac, and the Federal Housing Administration (FHA).  The entire Orange County delegation supported this effort, which comes as the House Financial Services Committee completes work on a housing stimulus measure.  Read the full letter here.

 

OCBC contends that allowing loan limits to return to their previous levels would create severe barriers to economic recovery in California A temporary increase to the FHA-insurable loan limit is set to expire on December 31 of this year, prompting a return to levels far too low to help California homebuyers.  OCBC supports efforts to permanently raise the limit.

 

Meanwhile, here in Orange County OCBC applauds the leadership of the City of Anaheim for creating an economic stimulus package for residential developments within the city.  Click here for more information on Anaheim’s innovative plan to rejuvenate the housing industry and create accessible affordable housing in Orange County.
 

Mayor Pringle Honored by the
National Association of Home Builders

OCBC congratulates Anaheim Mayor Curt Pringle for receiving the prestigious National Association of Home Builders Award.  The annual honor, held in Washington, D.C. last week, is awarded to a local elected official who demonstrates an ongoing commitment to the housing industry, works against opposition on a beneficial issue, or implements innovative programs to assist or educate builders.

 

“I am honored to be recognized as the Local Official of the Year,” said Mayor Curt Pringle.  “Hopefully Anaheim’s success will help other local communities see how development and growth can occur when innovation and fair market principles are applied.”
 

Workforce Housing Committee Discusses
Innovative CSUF Program

OCBC’s Workforce Housing Committee convened May 1 with special guest Bill Dickerson, Executive Director California State University Fullerton (CSUF) Housing Authority.  Dickerson presented Cal State University Fullerton’s efforts to create affordable workforce housing not only for CSUF employees, but other Orange County university employees as well.  Click here to view the CSUF Housing Authority presentation.  View Dickerson's presentation here.

 

The Committee was also updated on the efforts from the Orange County Division, League of California Cities’ Executive Director Lacy Kelly.  Kelly discussed a current effort with OCBC to create an educational housing programs for city officials, "Public Officials 101," to educate them on housing issues.  OCBC and League of Cities is working to develop a initial program for late this year.

OC Water Summit Highlights Water Crisis

How does a potential statewide water crisis impact Orange County, and what can we do to face this challenge?  On Friday, May 2 Orange County water agencies, local government, business interests, civic leaders, and policy makers gathered to discuss this challenge at a Water Summit co-hosted by OCBC.

 

Speakers included Congressman Dana Rohrabacher, Senator Dick Ackerman, Orange County Supervisor John Moorlach, Monica Florian of the Delta Blue Ribbon Task Force and many others.  OCBC President and CEO Lucy Dunn (pictured at right) and OCBC Vice President of Research Dr. Wallace Walrod presented the business perspective and why water is so critical to the economy.

City of Irvine Unveils the i

The City of Irvine announces the launch of the i, a new shuttle that connects local residents with the Irvine Business Complex (IBC), Metrolink and John Wayne Airport.  Best of all, the i shuttle is free until September 1.

John Wayne Airport Seeks Input on Traveler's Survey
John Wayne Airport has begun construction of a multi-year Airport Improvement Program.  The airport is seeking feedback to help manage communications during construction, and is asking anyone who has traveled through John Wayne in the past 12 months to complete an online survey.  Please take a moment to help the airport in serving Orange County residents by taking the survey here.

Healthcare Summit Address Key Policy Issues

OCBC is joining the Hospital Association of Orange County to present a Healthcare Summit, including a keynote address delivered by Sacramento Bee columnist Dan Weintraub.  Weintraub joins speakers including OCBC’s Dr. Wallace Walrod in providing a roadmap for understanding how current legislation, regulation, economics and demographics shape public policy affecting hospitals and our healthcare system.

Investor Spotlight
City of Irvine Teams with OCBC Members
for Award Winning Results

The City of Irvine has been honored several times in recent weeks for its leadership on key issues and for innovative programs involving OCBC members.  

Irvine received a Green California Leadership Award for its grassroots energy conservation project, "A Brighter Future for Irvine," at the 2008 Green California Summit and Exposition held in Sacramento last month.  The project is a result of a collaboration of the City of Irvine with The Energy Coalition, a non-profit energy efficiency organization, Southern California Edison, and The Gas Company

Irvine was also named an “Ambassador City” by The National Association of Realtors and the U.S. Conference of Mayors last month for its efforts to promote housing opportunities as part of its “Public Officials 101” program.  The Orange County Association of Realtors worked with the city and other partners to develop a homeownership education program for Orange County mayors, council members and city managers.

OCBC congratulates Irvine, as well as Southern California Edison, the Orange County Association of Realtors and The Gas Company, for their efforts in making the city a model for the nation.
