OCBC and Partners Tackling the Tough Statewide Issues

OCBC President and CEO Lucy Dunn participated in kick-off meetings for a pair of new statewide advocacy groups in recent weeks, California Forward and the Regional Economic Association Leadership--REAL Issues Coalition. 

 

California Forward is led by Southern California Automobile Club CEO Tom McKernan, former Congressman Leon Panetta and other influential leaders devoted to strengthening the responsiveness and efficiency of California government. California Forward announced its first policy priorities at meeting in Sacramento March 26: improving basic fiscal decision making in the Capitol and turning legislative redistricting over to an independent citizen’s commission.

 

McKernan said California’s communities and regions cannot reach their goals without fundamental changes to how the government operates.  “For California to meet the challenges in health care, public safety, education, the environment and economic development, government will need to change how public decisions are made and how public dollars are spent.”

 

Dunn returned to Sacramento on April 2 to attend the inaugural meeting of the Regional Economic Association Leadership—REAL Issues Coalition.  Dunn joined group co-founder, Carl Guardino, President and CEO of the Silicon Valley Leadership Group, as well as Bill Allen, President and CEO of the Los Angeles County Economic Development Corporation, Ruben Barrales, President and CEO of the San Diego Chamber of Commerce, Matthew Mahood of the Sacramento Chamber of Commerce, Jim Wunderman of the Bay Area Council, and other business leaders representing over 11,000 businesses and millions of employees across the state.

 

The coalition established its top priorities and will review the vehicles to achieve legislative and regulatory success around three core issues:  Performance Based Infrastructure, including public-private partnerships, workforce development/education and action on a comprehensive water plan for the state, including delivery, storage, conservation and environment.  For more information, contact OCBC President and CEO Lucy Dunn.
 

Welcome Aboard Celeste Signorino!
OCBC is pleased to welcome its new Vice President of Investor Relations and Business Development, Celeste Signorino.  Signorino joins OCBC from OCTANe, where she served as its Foundation Director.  She brings 15 years of experience in public affairs to her new role at OCBC, and has worked extensively with leaders in business, education, government and the non-profit sectors. 

Prior to her work at OCTANe, Signorino was the Director of Public Affairs for Conexant Systems, Inc., where she established the Public Affairs department responsible for the community relations and legislative affairs activities.

Throughout her career, Celeste has worked with numerous non-profit and industry organizations as a board member, committee member, fundraiser and advisor.  Some of her affiliations include: Project Tomorrow, El Sol Science and Arts Academy, KOCE-TV, Discovery Science Center, MIND Institute, and UC Irvine.  She received her bachelor’s degree in international business from the George Washington University.  Contact her today at csignorino@ocbc.org to discuss how to maximize your involvement at OCBC!
 

OCBC in DC Next Week to Advocate for
Orange County Business Priorities

The Orange County Business Council is making final preparations to lead its delegation of Orange County business leaders and public officials to Washington, D.C. next week.  The Washington D.C. Advocacy Trip is generously sponsored by the Orange County Teachers Federal Credit Union.

 

OCBC has organized a focused agenda to maximize its impact on this trip.  Meetings are scheduled with key congressional and administration officials on priority business issues including Banking and Finance, Infrastructure, Workforce Development and Workforce Housing.  Look for an update on these meetings in the April 22 edition of the Indicator.

How is AB 32 Shaping the Future of Business?

A joint meeting of OCBC’s Infrastructure and Legal Affairs Committees this morning addressed the implementation of AB 32, the sweeping environmental legislation passed last year in Sacramento.  The forum, sponsored by Vulcan Materials, was titled AB 32: Requirements, Challenges, and Opportunities.  

Les Card (pictured at right), Chief Executive Officer of LSA Associates and Vice Chair of OCBC's Infrastructure Committee introduced a panel including speakers: 
Brian Anderson, Director of Environment, Regulatory Affairs and Sustainable Development at Vulcan Materials Company, Peter Mieras, Former Chief Prosecutor, South Coast Air Quality Management District, as well as Allan Bedwell of Camp Dresser & McKee, Inc., Sean Carney of Cantor Fitzgerald and Malcolm Weiss of Jeffer Mangels Butler & Marmaro, LLP.

Presentations covered a range of legal, regulatory and financial impacts related to AB 32, a law that affects California industry like no other piece of environmental legislation in history.  The overwhelming message from all speakers was: know the regulations.  It is essential for businesses to plan for a "carbon constrained" future not only to avoid potential litigation, but to create sound business models to determine whether they are buyers or sellers on the carbon trading markets now emerging.  View each presentation for more details here.

State Treasurer Speaks on
Needed Budgetary and Education Reforms

State Treasurer Bill Lockyer spoke at the OC Forum’s monthly luncheon March 25.  Lockyer addressed key issues including the state’s economy and needed reforms to the state’s budgetary process and education system. 

 

“As Treasurer, I am always seeking the best deal for California’s businesses and taxpayers,” said Lockyer, who also presented the case for a unified bond rating system for both corporations and government.  The Treasurer also promoted a “rainy day fund” for the state budget, a plan currently being championed by Governor Schwarzenegger as part of his Budget Stabilization Act. 

 

Lockyer concluded his presentation with an emphasis on education and workforce development.  “With California’s diverse economy it is essential to fix California’s school system,” he said.  Lockyer's appearance, as with all OC Forum events, was taped by Time Warner Cable for distribution to all Orange County cable television stations and to KOCE-TV.  Click here for a schedule of air times in your city.

Second Orange County Housing Summit Set for May 13
The Orange County Housing Trust will host its second Orange County Housing Summit at the Irvine Hyatt May 13.  The event is presented by OC Housing Trust in alliance with OCBC, the Urban Land Institute Orange County, Orange County Division of the League of California Cities and the UCI Paul Merage School of Business -- Center for Real Estate.

The event will focus on successful programs, opportunities, and case studies of projects that increase and preserve affordable housing in Orange County and throughout Southern California.  The keynote speakers will be Bill Witte, president of Related of Californiaand Parker Kennedy, Chairman and Chief Executive Officer of The First American Corporation.  Other presenters scheduled for Summit II include OCBC Vice President of Research Dr. Wallace Walrod, Irvine Mayor Beth Krom, Westminster City Manager Ray Silver, and other experts on housing issues in Orange County.

Workforce Development
OCBC Working with Area Schools to
Promote Technical Education

OCBC Director of Workforce Development Alicia Berhow participated in a forum on Career Technical Education (CTE) convened by Newport-Mesa Unified School District March 27.  Steven Glyer, Director of Ed Tech and CTE for Newport-Mesa USD led the discussion of high school principals, school board members as well as representatives of business and area community colleges on the need for technical education from primary school through the community college level.

 

Newport-Mesa USD is leading an effort to identify strong candidates for technical careers and subsequently guide these students through CTE programs.  Berhow presented findings of OCBC’s Workforce Indicators report and illustrated the significant needs of area business for technically skilled workers.  “The Business Council is committed to working with educators to promote CTE training,” said Berhow, who pledged OCBC's support to efforts by Orange County schools in this important area.
