Don't Miss Another Minute on The Road Ahead!

A Note from OCBC President Lucy Dunn

When OCBC Chairman Steve Lenzi of the Southern California Automobile Club declared 2008 "The Road Ahead" for OCBC, little did I know just how fast we would be traveling down that road.  So fast, that as I review what has been accomplished in just the first two months of the year, I find myself looking over my shoulder for the CHP!  

 

From hosting George Will at January’s Annual Dinner to Bank of America’s Chief Global Market Strategist Joe Quinlan, and from California Housing Director Lynn Jacobs to just last week, US Secretary of Transportation Mary Peters, OCBC has brought leading voices on politics, policy and the economy to exclusive, substantive events throughout Orange County -- and we've only just begun.

 

This is all part of OCBC’s commitment to creating a “Network of Networks” among its members and investors, and pairing those individuals with top leadership from the private and public sectors.  The next major effort in this regard will be OCBC’s Advocacy Trips later this spring, in which OCBC will lead delegations of business leaders to Washington D.C. and Sacramento to advocate for Orange County business priorities with decision makers on the state and national levels.

U.S. Secretary of Transportation Pledges Expedited
Review of Anaheim Transit Project

Last Tuesday, OCBC and the City of Anaheim hosted U.S. Secretary of Transportation Mary E. Peters as she received a first-hand look into the state of Orange County’s infrastructure, and the innovative solutions it has implemented to facilitate the movement of goods and people throughout this region.

 

Secretary Peters saw many key elements of Orange County’s transportation network.  At a morning press conference, she praised the county for its trailblazing efforts to meet growing transportation needs.  After touring the Anaheim Regional Transportation Intermodal Center (ARTIC), a transportation gateway and a mixed-use activity center, and the 91 Express Lanes, Peters noted Orange County “is a community that understands we must find new ways forward to deal with congestion and growing demands for transportation infrastructure.” 

 

Secretary Peters, pictured above with Anaheim Mayor Curt Pringle and Council Members Harry Sidhu and Lorri Galloway, later spoke to nearly 300 of Orange County’s business and elected leaders at luncheon at The Clubhouse at Anaheim Hills Golf Course.  Infrastructure advocates from around the county listened as Secretary Peters outlined current Administration efforts to keep America moving, and how public-private partnerships, including the 91 Express Lanes and the 241 Foothill South project, can lead the way. 

 

“Public-private partnerships are at work right now, and creating new transportation realities across the country,” said Peters, who also noted Governor Schwarzenegger’s efforts in this regard as he promotes Performance Based Infrastructure. 

 

“Here in Orange County,” she added, “you are helping show the country that if we are going to keep traffic moving, we cannot shy away from open, honest debates about what works and what does not.”

OCBC's Dreams Come True at Disneyland!
OCBC was treated to an exclusive visit to the Disneyland Resort’s new Dream Suite Monday night – a truly delightful addition to the Magic Kingdom.  OCBC was the first outside group to visit the Dream Suite, and OCBC past Chairman Dan Miller of The Irvine Company and Chairman Elect Larry Buster of First American Title Company were among those to enjoy the private reception. 

Tucked away in New Orleans Square with a fantastic view of the Rivers of America, the Dream Suite is typically open only to park guests who win a special Disney Dreams Giveaway.  The two-bedroom suite is ornately decorated, and "good night kiss" switches in the bedrooms bring the rooms to life with animated projections, music and other fun surprises. 

Special thanks to Disneyland’s Kristin Nolt Wingard, OCBC’s Vice Chair of Economic Development and Strategic Planning, for organizing this visit.
 

OCBC Works to Get OC its Fair Share of
Transportation Funding

OCBC Vice President of Government Affairs Kris Murray testified before the California Transportation Commission (CTC) on February 19 in support of funding for critical Orange County transportation projects.  
 

OCBC joined with a coalition of regional business organizations to urge the CTC to fairly allocate funding from the Trade Corridors Improvement Fund (TCIF) passed by voters as part of the Proposition 1B infrastructure bond in 2006.  More than 85 percent of the goods that enter the state of California move through the counties of Los Angeles, Orange, Riverside, San Bernardino, and Ventura, and yet the CTC’s original recommendations would allocate only 46 percent of relevant funding to this region. The CTC is holding a number of hearings around the state before the making its final funding allocations in April.

 

OCBC testified in support of nine vital projects in Orange County, nominated by the Orange County Transportation Authority and the five-county Southern California Consensus Working Group.  The projects range from rail grade separations to road widening and reconstruction projects.  You can read OCBC's letter of support for these projects, addressed to CTC Chairman John Chaulkerhere.
 

Changes You Need to Know:
New Employment Legislation in California

Governor Schwarzenegger vetoed almost all of the significant employment legislation that crossed his desk during his first three years in office.  The California Legislature learned from this, and in 2007 the Legislature placed only a few employment-related bills in front of him.  OCBC member Rutan & Tucker has graciously allowed The Indicator to reprint an article authored by Rutan Partner Edson K. McClellan summarizing the most significant employment legislation that went into effect on January 1, 2008.  Read the full report here.

Public-Private Partnerships Can
Keep California Moving

To maximize funding resources and speed delivery of transportation projects, the state should make more use of private-sector experts, according to a study released earlier this month by the Infrastructure Delivery Council, an affiliate of the Consulting Engineers and Land Surveyors of California (CELSOC), and the California Taxpayers’ Association.

The study, “A National Assessment of Transportation Strategies and Practices: Lessons for California,” examines best practices across 10 states and highlights how public-private partnerships help deliver projects faster and with great cost savings.  This echoes current efforts by Governor Schwarzenegger to promote public-private partnerships as part of the Performance Based Infrastructure (PBI) element of his Strategic Growth plan.  OCBC strongly supports the Governor's efforts in this regard, and OCBC will promote PBI as part of its own OCMoves program in 2008 and beyond.

UCI Folds Presidential Politics, Economic Outlook
Into Health Care Reform Debate

OCBC President and CEO Lucy Dunn and Director of Workforce Development Alicia Berhow attended UC Irvine’s 2008 Health Care Forecast Conference, hosted last week by UC Irvine's Paul Merage School of Business.  Themed “Health Politics and Policy in an Election Year,” the conference included distinguished speakers Dr. Norman J. Ornstein, Resident Scholar, American Enterprise Institute, Dr. Michael Drake, Chancellor, University of California, Irvine, and many others.  One key no-surprise finding:  demographics are our destiny.  With the aging baby boomers, there will not be enough money in the current system to provide adequate health care without systemic changes.

 

Dr. Ornstein delivered the keynote address about the varying fortunes of the top Presidential candidates, as well as the reluctance of congressional Republicans to engage in the health care issue during the election year.  Dean Rosen of the Washington D.C. lobbying firm Mehlman, Vogel Castagnetti, Inc. echoed Dr. Ornstein's remarks in one of the more engaging presentations of the conference.  Rosen stated: "The political parties in Washington are polarized on health care coverage," though, looking to the future, he noted "there is more consensus on the quality of care and on reducing costs." 

The conference highlighted a number of positions consistent with OCBC’s
Guiding Principles for Healthcare Reform, including market driven means to increase coverage while decreasing costs to employers and individuals alike. 
 

OCBC Welcomes UCI's Jon Gilwee as
New Vice Chair of its Healthcare Committee

OCBC welcomes the Vice Chair of its Healthcare Committee, Jon D. Gilwee, Senior Director of Government Healthcare Programs with UC Irvine.

 

Mr. Gilwee oversees public policy development on health issues in Orange County and coordinates UC Irvine Health Affairs’ participation in various government healthcare programs, including Medi-Cal/CalOptima, Orange County’s Medical Services for Indigent program, and Orange County’s Emergency Medical System.  He represents UC Irvine Health Affairs before the Orange County Board of Supervisors, CalOptima, and other county agencies.  Mr. Gilwee also participates in the development of the University of California’s state and federal health related advocacy efforts.  His experience with healthcare issues throughout Orange County will be a valuable asset to OCBC’s Healthcare Committee, and the Business Council is pleased to have his involvement.
 

Workforce Development
Irvine Company Helps Santa Ana Schools
OCBC member The Irvine Company made national news this week, donating $8.5 million to Santa Ana Unified School District to help support after-school programs.

"After seeing the difficult challenges facing students in these school districts, I felt compelled to meet the need for quality after-school programs," said Irvine Company Chairman Donald Bren in a written statement.

The donation will support the THINK Together program, which provides after-school tutoring, sports and homework at schools in Santa Ana and other cities.  The Irvine Company’s donation is anticipated to keep the program funded for the next 10 years, officials said.

Irvine Makes "America’s 50 Greenest Cities" List

Congratulations to the City of Irvine for making Popular Science magazine's America’s 50 Greenest Cities list.  Irvine ranked # 21 in the study that ranked based on four categories: electricity, transportation, green living and recycling.  Popular Science compiled the statistics with data from the U.S. Census Bureau and the National Geographic Society’s Green Guide.
