Governor Delivers State of the State Today,
Budget Expected Thursday

Governor Schwarzenegger delivers his fifth State of the State address today, with much of the speech expected to center around the state’s ongoing fiscal crisis.  The release of his proposed 2008 budget and formal announcement of a special legislative session to address these fiscal issues is expected Thursday. 

 

Once the special session is announced, the legislature will have 45 days to act, likely setting the stage for a protracted partisan debate over spending cuts and the specter of new tax proposals to meet the shortfall. 

 

The governor has reportedly met with school, local government, health and social-service providers to warn of across-the-board budget cuts of as much as 10 percent.   While OCBC supports the state’s commitment to education, public safety, environmental and healthcare priorities, it is clear the governor and legislature must work together to eliminate structural deficits in the budget and reduce government spending in excess of revenues.

and Tribute to Chris Anderson

OCBC is honored to welcome nationally syndicated columnist George Will as the keynote guest for its 2008 Annual Dinner, set for January 29, 2008 at the Hyatt Regency Irvine.  Presented by Exclusive Title Sponsor FCI Constructors, the theme of this year’s Dinner is “The Road Ahead.”   The evening program will examine not only the road ahead for OCBC, as the organization welcomes incoming Chairman Steve Lenzi, Senior Vice President, Automobile Club of Southern California, but will also draw on Will’s significant expertise and perspective on the ‘Road to the White House’ in 2008.  As the Annual Dinner takes place just days ahead of the 2008 California Presidential Primary election, this event promises a fascinating and timely look into a still wide open race for the presidency.

Ladera Ranch Electrical Facility
Critical to Energy Demands

OCBC praises Senator Dick Ackerman for his Orange County Register opinion piece last week supporting the proposed Margarita Energy Center near Ladera Ranch.  The county-approved San Diego Gas and Electric “Peaker” facility is slated to be built at an existing substation and will provide needed additional electricity for South County hospitals, businesses and residents during the peak summer months.  

 

As stated by Senator Ackerman, this project was designed to have minimal impacts on the local community, was approved by the most stringent air quality regulatory authority in the country, and would provide a critical supply of increased energy when it’s needed most.

 

Our elected officials must consider the common good of all their constituents, respect the thorough project review process that has already taken place, and allow the completion of this worthy project.  This facility will serve as an important component of Orange County’s energy infrastructure, increasing supplies of safe and reliable energy throughout South County, and OCBC strongly supports its completion.

OCBC Hits the Airwaves!

Incoming OCBC Chairman Steve Lenzi of the Southern California Automobile Club taped an interview on Time Warner’s Local Edition last week, recording an interview that will air throughout the month as a local insert during CNN’s Headline News program, and can also be found on OCBC’s website.  In addition to promoting OCBC’s upcoming January 29 Annual Dinner, Lenzi outlined several major business council initiatives and charted “The Road Ahead” for OCBC in 2008.  Special thanks to OCBC’s new board member, Kristy Hennessey, Vice President of Community and Government Affairs for Time Warner, for arranging this airtime.

 

Elsewhere on the dial, OCBC Vice President of Research Dr. Wallace Walrod and Communications Director Robb Korinke appeared on Cox Forum January 3 to discuss the Southern California regional economic outlook for 2008.  Among the topics discussed were the housing market, employment growth and economic development throughout Orange County and beyond.

Coastal Commission Set to Take Up 241 Project
February 6 -- Stand and Be Heard!

The California Coastal Commission is set to take up the Foothill-South 241 Toll Road project at its meetings in San Diego set for February 6, 7 and 8.  It is essential that the business community make its voice heard on this issue, and support the completion of the 241.

 

Knowing opponents of this project will appear en masse at the Coastal Commission meeting, OCBC and the coalition supporting the project are urging supporters to attend and voice that support.  The 241 represents the only viable relief for traffic on the I-5 corridor, where traffic is projected to increase by 60 percent along the Orange/San Diego County border over the next 20 years.  This strained infrastructure poses a significant public safety risk and could cripple the movement of goods and people throughout Southern California.

Business Leaders to Tour Critical Water Source

OCBC President and CEO Lucy Dunn and Vice President of Government Affairs Kris Murray will participate in a Metropolitan Water District of Southern California sponsored educational inspection tour of the Sacramento-San Joaquin Delta.  The two-day trip of the California Business Leaders Coalition is set for January 10 and 11, and will give attendees a thorough overview of the Sacramento-San Joaquin Delta, the largest estuary on the West Coast and California’s main water supply hub.

Affordable Housing Forum Moved to February 1
State Housing Director to Seek Business Guidance 
on Permanent Funding Solutions


OCBC will participate in the first of seven sessions being conducted across the state to address the possibility of a permanent funding source for affordable housing in California.  Conducted by Governor Schwarzenegger’s Director of Housing and Community Development, Lynn Jacobs, the information gathered in these sessions will be used to make recommendations to the Administration regarding a course of action on this critical issue. 

Director Jacobs’ expressed hope is to engage the broader business and education community, to ensure all voices and all potential approaches are voiced and on the table.  OCBC contends that a diverse housing market is critical to the long-term success of Orange County.  A broad spectrum of housing products needs to be made available to residents to ensure the ongoing success of the local economy, and as such OCBC is proud to partner with Director Jacobs on this issue.

Orange County Housing Trust
Unveils 2007 Progress Report

The Orange County Housing Trust has unveiled its final progress report for 2007, including information from key speakers at the “Housing our Workforce Symposium.” In the report OCBC’s VP of Research and Communications Dr. Wallace Walrod was noted for his research and discussion on the difficulties faced by wage earners seeking affordable housing in Orange County.  Dr. Walrod’s comments were echoed by Past OCBC Chairman Peter Villegas of Washington Mutual, who promotes vigilance in advocating for workforce housing across Orange County and beyond.

Governor, Speaker Nunez File
Healthcare Funding Initiative

Shortly before the new year, Governor Schwarzenegger and Speaker Fabian Nunez submitted a ballot initiative that would fund the sweeping $14 billion healthcare proposal approved by the State Assembly earlier in December.  To qualify for the November ballot, the funding measure would need to gather and submit 1.2 million valid signatures by April 21.  The State Senate has not yet approved this measure and it will be debated in light of the $14 billion budget shortfall anticipated in 2008.

 

OCBC continues to support economically sound and reasonable reforms to California’s healthcare system, and urges that lawmakers not rush into policy that does not improve the system as a whole.  Healthcare delivery is far too important an issue to be dictated by electoral deadlines, and OCBC will continue to work towards a final solution that maintains and improves business and economic competitiveness; maximizes free market options and choices; minimizes mandates upon employers, insurers, and providers; recognizes that there is a role for governments at all levels; and expands the availability of affordable health care coverage for all citizens.

City of Irvine Offers Guidance on Important Tax Savings

If you earned less than $40,000 in 2007 there is a Federal credit called the Earned Income Tax Credit (EITC) that can return up to $4,716 to your family.  Free tax preparation assistance to help you claim the credit and for anyone earning less than $50,000 in 2007 is available through the City of Irvine EITC Outreach Program.  Two sessions of classes are being offered, the first beginning January 15.  To make an appointment or learn more call (888) 434-8248.
