13th Annual Economic Forecast Conference Examines the Future of Business in Orange County

In partnership with Cal State Fullerton’s College of Business and Economics, OCBC hosted the 2008 Economic Forecast Conference yesterday, with major sponsorship by U.S. Bank.  The event featured an overview of the current state of the economy with a look at how climate change and energy considerations will impact the business climate in Orange County. 

 

Dr. Anil Puri, Dean of Cal State Fullerton’s College of Business and Economics, presented his analysis of the latest economic issues and trends to an audience of 850 business and academic leaders from throughout the Southland. 

           

Dr. Puri forecasted that “continued worsening of credit and housing market conditions has the potential to push the U.S. economy into a recession, though we believe that, while undergoing a painful ‘near-recession,’ the economy will sidestep a full-blown recession.”  Dr. Puri also predicted Orange County’s employment growth will be the slowest since the recession of 2001, but that there will still be growth.

           

In terms of the housing market, Puri predicted a median housing price decrease of 2-to-4 percent, with a further downward adjustment of up to 5 percent in 2008.”

 

Puri emphasized the diversity of Orange County’s economy and forecasted this flexibility will largely insulate it from a shifting economic climate elsewhere in the state and nation.

 

Dr. Puri’s report, available at www.business.fullerton.edu was complimented by a presentation by Governor Schwarzenegger’s Secretary for Resources, Mike Chrisman, pictured at left with Dr. Puri.  In leading the Resources Agency, Secretary Chrisman oversees policies, activities, and a budget of $6.4 billion and 16,000 employees in 25 departments critical to business and economic interests across the state.  Chrisman spoke on “Climate Change, Energy and the Economy:  What is the Connection for Businesses in California?”

 

California is a frontrunner in the race to curb greenhouse gas emissions and combat climate change,” said Chrisman. “This conference allows leaders from many fields throughout the state to form the partnerships needed to protect our natural resources for generations to come.”

 

Chrisman also discussed the administration’s efforts to move forward with improvements to the state’s water infrastructure.  Specifically, the Secretary echoed OCBC’s position that the state must begin with fixes to the Sacramento-San Joaquin Delta, the source of water for over 20 million Californians.

BIZPAC Hosts Insider's Briefing with Senator Ackerman
OCBC's BIZPAC was honored to host Senator Dick Ackerman, at the Pacific Club October 16 for a private briefing on the 2007 legislative session.  A select group of 20 Orange County business leaders met with Senator Ackerman, Republican minority leader, to discuss the status of the special session of the legislature, water bonds, health care reform and what’s on the agenda for 2008.

Senator Ackerman discussed the special session of the legislature as well as the likelihood that nothing will come out of it regarding either health care or water.  Ackerman argues that the existing healthcare system is not as broken as the Governor contends; that a vitalized community clinic system could be taking on the burden that emergency rooms now bear and that market-based solutions are best for the economy and for the health of California’s people. 

On water, the Republican caucus and the Governor are in line on a solution that includes storage, a fix for the ecosystem of the Delta—an important water source for Southern California—as well as an alternative, efficient conveyance system for the Southland.  He urged continued OCBC participation in the discussion and was pleased to hear that OCBC testified before the Senate on this important issue.

 
Governor Signs Senator Correa’s
Design-Build Legislation

Governor Schwarzenegger has signed into law a California State Senator Lou Correa authored measure, SB 645, that will provide the Orange County Sanitation District with the ability to reduce costs and save time by using design-build processes in their upcoming construction program.

The Orange County Special District is pursuing an aggressive construction program that includes improving its aging infrastructure, as well as the construction of new wastewater facilities. By utilizing design-build, the Sanitation District predicts cost savings of about 6% and a 25% reduction in the time needed to complete the projects.

The measure also provided much sought after assistance to the City of Stanton, by providing the same design-build authority for the construction of a new fire station.

Design-build holds clear advantages to the traditional bidding process for capital improvement projects, and OCBC strongly advocates for the expansion of this method as the state looks to construct needed new roads, waterways and other infrastructure. 

OCBC praises Senator Correa for his leadership and urges him to continue to pursue means to expedite improvements to the county and state infrastructure.

Who’s in Orange County’s Rogues Gallery?
OC’s unofficial historian, Stan Oftelie, former President and CEO of OCBC,  told true tales, shocking stories and a lot of juicy gossip at "Orange County's Rogues Gallery: An Unexpurgated Look Back at County Government," a luncheon event sponsored by the Orange County Public Affairs Association October 16 at the Irvine Marriott Hotel.

With Master of Ceremonies, Tom Daly, Orange County’s Clerk-Recorder, Oftelie presented tales from his extensive historical research and experience within the county, as well as highlights of the photo collections that have been a decades' long labor of love. 

This was a tremendously informative and fun event that brought to life colorful characters from OC's past, from hardnosed Sheriffs to sly Supervisors, with indictments galore.  Many of Oftelie's photos come from university archives and have never been published to the general public, giving this event a truly unique perspective on the county's history.

Lucy Dunn Keynotes OCTA Small Business Conference
OCBC President and CEO Lucy Dunn gave a keynote address to the Orange County Transportation Authority's (OCTA) Small Business Conference and Vendor Fair at the Anaheim Hilton on October 18.  Dunn spoke to an audience of almost 350 on the business climate in Orange County and the many opportunities for small businesses across the region. 
"We live and work in a dynamic county that offers economic prosperity unrivaled in the region," said Dunn.  She added that "the Business Council’s research and analysis shows a clear path to success," and urged attendees to join OCBC in advocating for its three strategic priorities of Housing, Infrastructure and Workforce Development.

This unique event presented by OCTA is in its sixth year of helping small and emerging businesses join larger firms in executing major contracts offered by OCTA and other agencies throughout the Southland.

Discussions Begin Regarding
Infill Incentive Grant Program

The California Department of Housing and Community Development (HCD) is conducting a series of stakeholder meetings in Southern California beginning October 29. The meetings will include information regarding the Infill Incentive Grant Program, and information from local government, developers, and other interested parties on how it should be designed. 

Proposition 1C authorized $850 in grants for infrastructure improvements necessary to facilitate new infill housing developments. The current state budget includes an appropriation of $240 million for this purpose under the Infill Incentive Grant Program.

HCD Director Lynn Jacobs to Discuss
Housing in Orange County

OCBC’s President and CEO Lucy Dunn and Vice President of Government Affairs Kris Murray will join a private discussion of Orange County’s housing needs next week with California’s Director of Housing and Community Development, Lynn Jacobs, pictured at left.  The event is being co-hosted by OCBC and the Orange County Building Industry Association

Dunn and Murray will advocate for the need to increase the supply of housing for Orange County’s workforce, as indicated in OCBC’s Workforce Housing Scorecard.  A diverse housing market is critical to the long-term success of Orange County. A broad spectrum of housing products needs to be made available to residents, whether it’s a single family detached home or a new high-rise condominium home, residents of the county need affordable choices. OCBC strongly contends that the cities within Orange County must plan to meet current and future housing needs.

Boeing Commits Historic Santa Susana Site
to Open Space

In a landmark agreement between state officials and The Boeing Company, nearly 2,400 acres of land that is currently Boeing’s Santa Susana Field Laboratory will become state park land.

According to the plan jointly announced by Governor Arnold Schwarzenegger, State Senator Sheila Kuehl and Boeing, the Santa Susana Field Laboratory site, a former rocket engine test and nuclear research facility in Ventura County, will be donated and preserved as a vital undeveloped open space link in the Santa Susana Mountains above Simi Valley and the San Fernando Valley.

The agreement will permanently restrict the land for non-residential, non-commercial use.

OCBC praises Boeing for its work with Senator Keuhl and the governor, and for its assumption of the costs related to the environmental clean up of the site.

Register Now! Regional Transportation Summit
Set for November 5

California Senate President Pro Tem Don Perata and Dale E. Bonner, Secretary of the California Business, Transportation & Housing Authority, as well as OCBC’s own Lucy Dunn are scheduled to speak along with regional elected officials, business, transportation, and community leaders for the Sixth Annual Southern California Transportation Summit, the first Mobility 21 alliance uniting five Southern California counties and consolidating the power of 17 million residents.

The summit is scheduled for Monday, November 5, 2007 at the Ontario Convention Center. It will serve as the first major opportunity for officials and leaders from Orange, Los Angeles, Riverside, San Bernardino, and Ventura Orange counties to draft plans for helping the region attract more tax dollars for transportation projects and to build consensus in an area roughly the size of Florida in population.

A Gateway to the Future
Monday, October 29  Joint Development Interest Conference
The Anaheim Regional Transportation Intermodal Center (ARTIC) will combine a transportation gateway and a mixed-use activity center on a 16-acre site owned by the Orange County Transportation Authority (OCTA) and the City of Anaheim. OCBC Partners With World Affairs Council to Host Lou Dobbs
Saturday, November 10 Dinner Program with the Award-Winning Journalist

OCBC is partnering with the World Affairs Council to welcome Lou Dobbs, Television's Premier Business and Financial Journalist, for a dinner program Saturday, November 10, at the Irvine Marriott Hotel.

Mr. Dobbs has won nearly every major award for television journalism.  He received the George Foster Peabody Award for his coverage of the 1987 stock market crash, and was awarded an Emmy Award in 2004 for "Exporting America" and later a Lifetime Achievement Emmy for business and financial reporting.
