State Budget Impasse: Republican Senators Tackling Right Issues by Lucy Dunn With the state budget stalemate holding the attention of so many across California, I'd like to reinforce what's at stake for the business community as these negotiations continue.
Our state faces a structural deficit as high as $5 billion in the coming years. With the inherent volatility of tax revenues, that kind of shortfall represents a level of insolvency dangerous to our economy, the business community, and the State’s future.
Ensuring a balanced budget is a principled stance that the business community and all responsible California citizens can stand behind. California Republican Senators, led by Dick Ackerman, are showing a willingness to take those tough stands while under tremendous pressure by the Governor and the other side of the aisle. I contend this is something we should support and respect.
And if advocating meaningful CEQA reform and condemning frivolous lawsuits against local governments aimed at stopping new roads and housing projects is part of the deal, well, that’s just added benefit—especially in light of the public’s vote for infrastructure bonds to add new roads and housing.
California’s businesses deserve government that lives within its means and does the right things to plan for our future, as they themselves do everyday. That’s just my opinion.

OCBC to Host U.S. Representative Joe Knollenberg
As a leader in the campaign to renew Measure M, Orange County’s half-cent transportation sales tax, the Orange County Business Council established a transportation advisory council in partnership with the Orange County Transportation Authority (OCTA), the Transportation Corridor Agencies (TCA), the Building Industry of Orange County (BIA/OC) and other county transportation stakeholders to advocate for Orange County’s transportation priorities at the federal, state and local levels, in addition to providing oversight on behalf of the business community for renewed Measure M implementation.
As part of that effort, OCBC will host transportation leaders throughout the year to brief them on Orange County’s critical infrastructure needs, as well as the county’s role in facilitating the movement of people and goods throughout the region.
The first leadership event hosted by the transportation advisory council will be to honor U.S. Representative Joe Knollenberg (R-MI), Ranking Member of the House Appropriations Subcommittee on Transportation. This event takes place tonight at the Center Club in Costa Mesa.

OCBC and UCI’s Paul Merage School of Business, under the leadership of OCBC board member Dean Andy Policano, hosted another successful golf tournament yesterday, benefiting UCI scholars and the Council’s workforce development programs. Top business leaders from around the county participated together with some of California’s top legislators, including Assemblymen George Plescia, Jim Silva, Mike Duvall and Senator Tom Harman.
Tustin Ranch Golf Course was the playing field of choice for the day, with OCBC member and golf pro, Mike Larsen, keeping everyone on par! All and all a great day of fun in the sun, deal-making, networking and prize-winning. Mark your calendars now so as not to miss next year’s tournament on August 11, 2008.

Governor Appoints OC’s Own John Cruz as Appointments Secretary
Governor Arnold Schwarzenegger announced the appointment of John G. Cruz as his appointments secretary last week. Cruz’s nomination was supported by OCBC, as a highly accomplished professional and long-time Orange County resident.
Cruz, of San Clemente, has been licensed to practice law in California since 1979, specializing in real estate, business and transactional law. In 1992, Cruz founded the law firm of Daehnke & Cruz, where he practiced until becoming a commissioner on the California Gambling Control Commission (CGCC).

Healthcare Officials Urge Action on Workforce Housing
Dr. Byron F. Schweigert, Chief Education & Government Affairs Officer at Memorial Health Services, attended OCBC’s August 8 Workforce Housing Committee meeting and offered a compelling perspective from the healthcare industry as to the dire need for workforce housing in Orange County.
Dr. Schweigert estimates that more than 25% of the employees in our medical centers that resign are doing so in order to find housing they can afford to purchase. As his and other medical centers look to fully staff their facilities, the cost to his business for temporary employees is approaching $60 million annually.
Saddleback Memorial, for instance, is the largest employer in Laguna Hills. Dr. Schweigert referenced Saddleback CEO Steve Geidt as having cited findings of OCBC’s Workforce Housing Scorecard at a recent meeting with Laguna Hills city officials as he outlined the difficulty in retaining skilled employees – particularly those in the 25 - 34 year-old range.
The Workforce Housing Scorecard estimates Orange County could lose as much as 20% of these workers over the next 20 years, primarily due to a lack of housing priced within their means. This is a critical problem that threatens the future health of our economy and quality of life in Orange County. OCBC urges employers and stakeholders alike to get engaged on this issue. Anaheim Council Again Delays Decision on Proposed SunCal Development
The Anaheim City Council delayed its decision on a proposed referendum that would ask voters to block a proposed SunCal housing project within the Anaheim Resort Area to allow it and Disney to pursue settlement discussions. Disney released a statement last week revealing "settlement discussions have concluded without Disney and SunCal reaching a settlement," and urged the council towards a speedy decision on the referendum. The council is expected to either repeal its previous decision to allow homes in the resort area or schedule an election on a referendum to overturn the zoning action at its regularly scheduled August 21 meeting.
OCBC supports good planning and consistency with the city’s approved general plan, preserving the resort district and allowing housing in the areas of the plan designated for housing. OCBC’s own 2007 Workforce Housing Scorecard ranks Anaheim a county leader in housing production compared with jobs creation.
OCBC President and CEO Lucy Dunn was quoted in the Washington Post on the issue, highlighting that "housing affordability begins with availability." Meeting the county’s housing needs is a regional issue of significance.

Workforce Housing Breaking Ground at Granite Court
Jamboree Housing Corporation, a nonprofit housing development company, broke ground on the future site of Granite Court in the Irvine Business Complex. Nearly 4,000 residential units have been approved or are under construction in this mixed-use, mixed income development area that features compact-design housing adjacent to office and retail space.

CACT Addresses Workforce Development Issues
The Centers for Applied Competitive Technology (CACT) group continues to discuss critical issues and goals related to Orange County’s future workforce, including preparing our students for highly skilled manufacturing careers. Currently, a lack of adequately skilled workers is prompting local employers to look beyond Orange County to fill their needs. Furthermore, many firms are sacrificing productivity to conduct on-the-job training, which in itself can present retention problems once workers become fully qualified.

Minnesota Tragedy Prompts Bridge Inspections Throughout California
Caltrans wasted no time in initiating inspections of “structurally deficient bridges” throughout the state in the wake of the collapse of the I-35W bridge in Minneapolis last week. California bridges that share the same classification as that of the Minnesota span account for nearly 13 percent of the state’s bridges, and while bridges here are rarely faced with conditions similar to those in Minnesota, the state Transportation Department is taking no chances.
