OCBC Unveils Inaugural Workforce Housing Scorecard
OCBC released its Workforce Housing Scorecard 2007 Inaugural Edition at the Tiger Woods Learning Center in Anaheim June 27. This first-of-its-kind report addresses the crucial relationship between housing supply, workforce development, affordability and business competitiveness in Orange County. It ranks Orange County cities order of housing production compared to jobs creation. Those cities promoting both are the key to Orange County's overall economic prosperity.
The Scorecard is the product of over a year of research by OCBC’s Dr. Wallace Walrod.

Congressman Calvert Working to Save the SR-241 Extension
On Monday, July 2, Congressman Ken Calvert (R-CA-44) met with board members and executives from the Orange County Business Council, Orange County Transportation Authority, and the Transportation Corridor Agencies to discuss an amendment authored by Representative Susan Davis (D-CA-53) that challenges the TCA’s federal authority to complete the SR-241 Toll Road. The Davis amendment, passed as part of of H.R. 1585, the National Defense Authorization Act for Fiscal Year 2008, would preempt federal authority and open the door for opponents to kill the project with state legislation. Congressman Calvert advised that he is working with Members from both parties to fight the language in the House-Senate conference on the Defense Authorization Bill.

Congressman Meeks Declares that OCBC Sets an Example for the Nation
The Orange County Business Council, along with Washington Mutual PAC and First American Title, co-hosted a roundtable luncheon on Friday, July 6 with U.S. Congressman Gregory W. Meeks (D-NY). Congressman Meeks, who serves as a senior member of both the Financial Services and the International Relations Committees, has been a strong voice in support of business development and a leader in the growing movement to reform the most onerous provisions of Sarbanes Oxley.
During his remarks, Congressman Meeks praised the Orange County Business Council model and suggested it should be copied in communities across the country. The Business Council's focus on infrastructure, housing, and workforce development ensures that businesses are investing on a fundamental level in the communities where their employees work and live. In fact, according to the congressman, OCBC is indistinguishable from the communities it serves because the organization is so seamlessly integrated in the community.

OCTA Coach Operators Strike - Leave OC Employees with Limited Travel Options
The Orange County Transportation Authority has significantly reduced its bus service throughout the county after the coach operators’ union declined to continue negotiating and went on strike Saturday, July 7. During this time, ACCESS paratransit, OCTA express bus, Community routes and Metrolink StationLink bus services are running as usual. The strike does not affect the service schedule of Metrolink trains. While OCTA continues to negotiate with the coach operators’ union, the best option for employees who are reliant on the county's bus service to get to and from work is to call 714-636-RIDE (7433) or to review the limited service schedules online at www.octa.net.

Business Leaders Advocate for Market-Based Healthcare Reforms
It was standing room only at OCBC's June 29 Advocacy and Government Affairs Committee. Topping the agenda was a special presentation by Marty Wilson of Wilson-Miller Communications on the Coalition to Advance Healthcare Reform (CAHR). Wilson, a former advisor to Governors Schwarzenegger and Wilson, outlined CAHR as a national coalition of business leaders and employers working to advance meaningful, market-based reforms to the national health care system.
There were more than 45 business members in attendance for the presentation, which included a thoughtful question and answer discussion afterward. Mr. Wilson's full presentation is available on the CAHR website.

TCA Toll Road Page Still Going Strong
Supporters of the 241 Toll Road to San Clemente continue to sign their names on the Transportation Corridor Agencies’ (TCA) website. The list has grown to represent an impressive coalition of residents as well as federal, state and local elected officials.

Gensler to Design New Terminal at John Wayne
On June 19th, the Orange County Board of Supervisors awarded a $26 million contract to Gensler for the design of the new 250,000+ square foot terminal to be built at John Wayne Airport. "Terminal C," to be built immediately south of the existing terminal complex, will include six commercial passenger gates as well as new security checkpoints, baggage carousels, concessions and other passenger amenities. Gensler will also be responsible for providing design and construction administration services for renovations to Terminals A and B.
Construction of the new terminal is part of the larger Airport Improvement Program that includes construction of new aircraft overnight parking apron and two new parking structures. Terminal C and the first new parking structure are scheduled to be completed in 2011. The overall program is being funded through a combination of sources, including JWA revenues, federal grants, Passenger Facility Charges, and General Airport Revenue Bonds - no general fund tax dollars are being used. New PPIC Survey Highlights Healthcare Issues
On June 27 the Public Policy Institute of California (PPIC) released a statewide survey on a host of issues, including healthcare. Some highlights of the study include:
· 75% of surveyed residents and likely voters stated that the number of people without health insurance is a big problem in the state today;
· 72% of residents and 65% of likely voters strongly support Governor Schwarzenegger’s plan to require residents to have health insurance, and have employers, health care providers, and individuals share the costs (breakdown by political party support: Democrats 81%, Independents 69%, Republicans 52%);
· Two-thirds of state residents are either very worried (40%) or somewhat worried (27%) about having to pay more for their health care
· Issues that rank highest of most importance to respondents: Illegal Immigration (25%), Economy (11%), and Health care (8%);
As healthcare has become a main focus for the 2007 legislative year, The Orange County Business Council Heath Care Committee has been meeting and deliberating on all proposals that are before state legislature, as well as proposed federal legislation.
