9/11 Caused the U.S. Financial Crisis
by Thomas Wilkins
The “saving glut” discussion was nurtured by U.S. Federal Reserve chairman Ben Bernanke when he addressed the Virginia Association of Economists for the Sandridge Lecture on March 10, 2005. The “saving glut” story acquired a new proponent and advanced to a higher level as then U.S. Secretary of Treasury Henry Paulson recently confided in an interview interpreted by the Financial Times of London.
Build Your "A" Player Status Even Though You Are Not Employed
by Martha Finney
You might be out of a job but don’t think you’re necessarily out of work. You can even be making money during this downtime. As a knowledge worker, your toolkit remains in your head—it’s not like you had to turn it back into the company at your last punch-out. And, because almost all of us have some sort of computer access, you have everything you need to continue building your visibility and even prestige while you’re waiting for the employment side of things to turn around for you. In fact, ironically enough, now that you’re a free agent, this is your chance to hit major professional goals for yourself. Your time is your own, and you don’t need anyone’s permission to step right up and reach up a little higher than you could when you were embedded inside a team that was bound by politics, egos, and layers of authority that you had to kowtow to.

Proven Strategies To Help You When You Need a Job
It is common knowledge that many smart companies handle economic downturns by laying off more people than necessary to allow them to go bargain hunting for high-performing talent.

The veracity of this strategy is undeniable. What good company wouldn’t want to fill their cubes with high-performing employees at cut rates? For the job seeker, this strategy provides a conundrum that isn’t easily managed.

Nominating Committee Seeks Your Input on Board Candidates
On behalf of NYSSA’s Board of Directors, I am inviting members to submit names of potential candidates to the Nominating Committee to serve on NYSSA’s Board of Directors.

The Nominating Committee is searching for people with the experience, wisdom, and diligence to serve on your board as it continues to strengthen and solidify its governance foundations. You can help by suggesting the names of individuals who are qualified and prepared to serve.

Entrepreneurial Tip Corner:
Establishing A Budget

by Michael Herz, CPA, MBA
How many small- to medium-sized businesses have a written budget in place? Most small to medium-sized businesses are so busy putting out their daily fires and are in crisis management mode that they simply don’t have the time or the discipline to do proper business planning. Part of the process of business planning is to establish a budget.

CFA Scholarship Winners
NYSSA and CFA Institute have awarded scholarships to five candidates. Scholarship winners are a select group that meets strict criteria which take into consideration a number of factors, including experience and interest in the investment profession, adherence to ethical standards, financial need, and commitment to NYSSA and CFA Institute. Scholarship recipients received awards valuing more than $2,000. NYSSA provided free registration and materials for the Weekly Review, and CFA Institute waived the CFA exam program fees (less a $220 administrative fee).

Book Review
Panic: The Story of Modern Financial Insanity by Michael Lewis. W.W. Norton & Company. 2008.

Liar's Poker as an informed and author worth reading in the financial world. His most recent book is an anthology on recent financial panics. The current era has produced a steady stream of financial panics. Panic starts with the 1987 stock market crash and portfolio insurance, and moves on to the Asia, Russian, Long-Term Capital Management, Mexico, Dotcom, and Subprime financial collapses.

NYSSA Members Enjoy Wine Tasting and Toast-Off
On Friday, January 23, the Membership Committee and NYSSA Toastmasters Club hosted a wine tasting and "toast-off" to usher out a difficult 2008 and to ring in 2009 with cautious optimism. The event was well attended with as many as 90 people enjoying a tasting of food, eight different wines, and a relaxed atmosphere at Divine Bar. Members had the opportunity to learn about new wines and network in a comfortable setting. Many of the attendees enjoyed the event so much that perhaps it will become an annual tradition.

"Can I give speeches for CE Credit?"

by Robert Rugelis
It is imperative that, as investment professionals, CFA charterholders must engage in lifelong learning and continuously “sharpen the saw.” A recent question posed by NYSSA Toastmasters members is “Can I give speeches for CE Credit?” The answer is yes! The CFA Institute has a self-directed CE program that allows for flexible options that can be congruent with other areas of professional development and career enhancement.

Directional Exposure to Volatility Via Listed Futures

Volatility has emerged as an important asset class in the last decade. It is actively traded through over-the-counter (OTC) variance and volatility swaps, and through exchange listed VIX futures and options. While VIX® has achieved widespread recognition, it remains very challenging to replicate spot VIX. The S&P 500 VIX Short-Term Futures Index is the first index to offer directional exposure to volatility through publicly traded futures markets. This paper provides a background on the construction, replicability, and characteristics of this index.
