CUNY Department of Space Planning & Capital Budget The Department of Space Planning & Capital Budget (SPCB) determines campus space needs of all of the University's twenty-one campuses; performs space utilization studies; maintains space inventory database; prepares physical master plans; assists the colleges in developing capital projects which are funded through public, private or combined public/private sources; prepares the University's annual Capital Budget Request; and coordinates College requests for Borough President and City Council capital funding.
