Castrol Loses Appeal on Sludge Claims
BP Lubricants agreed to withdraw its challenged advertising for Castrol GTX motor oil after a National Advertising Review Board panel recommended it discontinue a variety of sludge protection superiority claims in all media.

Etro Cracks China
Petronas Base Oil yesterday concluded its second significant sale this month of Etro-branded API Group III base oils to a major Chinese oil company. “That’s 11,000 tons in three weeks, at agreeable prices,” a Petronas official said in Kuala Lumpur, Malaysia.

Prista Acquires Lubes, Waxes Producer
Bulgarian lubricant marketer Prista Oil has reached an agreement to buy 92 percent of Hungarian petroleum specialty manufacturer Bogdany Petrol Ltd. Prista said it plans to double the size of Bogdany Petrol’s operations and to use it as a vehicle for increased lubes sales in Hungary.

Ciba Holding’s shareholders yesterday approved its merger with Ludwigshafen, Germany-based BASF Safety-Kleen signed Nashville, Tenn.-based Parman Lubricants to market EcoPower rerefined motor oil in Nashville, Chattanooga, Memphis and surrounding areas … Total Lubricants Middle East has appointed AW Rostamani Trading distributor of Elf lubricants in Dubai and across the Northern Emirates … TruSouth Oil of Shreveport, La., will bottle and package biodegradable oils and lubricants for Ronn Motor of Austin, Texas.
 
U.S. Base Oil Price Report
Despite U.S. base oil activity being fairly sluggish this week, there was fresh news of price changes. Holly said it increased several API Group I grades by 10 to 20 cents per gallon, as well as adding a new posting. Calumet rolled out its plan to drop its bright stock price by 50 cents per gallon.

The oil markets are again in turmoil after the World Bank announced doubts as to economic stability throughout the world. The energy companies and oil prices have responded by turning sharply downwards, even with the continued political problems in Iran, and the oil installation attacks in Nigeria.

SSY Base Oil Shipping Report
It has been a much quieter week on all fronts. Most European routes have been slower. While in the United States there has not been much spot market activity, although most routes are seeing heavy contractual volumes. Asia has been busier, with the mountain of open tonnage gradually becoming smaller, although it will be a long time before it is back in balance.
