When feeding a Fostex 824 or PD-6 external time code while the machine is in
"Pull Up" (i.e. +0.1%) mode, the external frame rate should match the
pulled up time code rate.
In other words, for 48048 workflows: when feeding Fostex machines with
external code, the devices should be set as follows:
Fostex:
29.97 fps 48000 +0.1% (29.97 fps is always the correct
setting for 48048 workflows when using the Fostex machines)
