Engineer and attorney Art Chen began his academic career at Oakland City College and went on to the University of California. He was C.E.O. of an engineering firm and was the Director of Physical Plant for Peralta Community College District in Oakland, California. He will now lead the emerging facilities programs for the Foundation for California Community Colleges.
