PipeVine Inc., the San Francisco company that handled more than $100 million a year in donations before running out of cash this week, acknowledged Wednesday that it had spent some of the money earmarked for charities on its own salaries and other operating expenses, in violation of donors' wishes.

PipeVine's financial statements "masked a serious shortfall in revenue," its statement said. It charged an average of 7 percent of the amount of donations it handled in fees to support itself, but the actual costs of processing donations were 8 percent to 9 percent on average. In other words, expenses outstripped income by up to 2 percent.
