Publication 1771 - Charitable Contributions - Substantiation and Disclosure Requirements explains the federal law for organizations such as charities and churches who receive tax-deductible charitable contributions and for taxpayers who make contributions.

This publication states, "An organization can provide
either a paper copy of the acknowledgment to the donor, or an organization can provide the acknowledgment electronically, such as via an e-mail addressed to the donor."

The National Center of Charitable Statistics (NCCS) at the Urban Institute, in collaboration with GuideStar and the National Association of State Charity Officials, organized this pilot e-filing project to ease the registration process for nonprofits and help provide guidance to the Internal Revenue Service as e-filing is developed at the federal level. The IRS currently has plans to implement an e-filing program for nonprofits for fiscal year 2003.
