NCCS 2002 Nonprofit Survey on Electronic Filing
Background: On February 13, 2002, Pennsylvania became the first state to accept electronically filed state registration documents from nonprofit organizations. Nonprofits required to register with Pennsylvania's Bureau of Charitable Organizations can prepare and electronically file all the required documents, including IRS Form 990. Pennsylvania is the lead state—1 of 12—working to bring e-filing to the nonprofit sector. The others are California, Colorado, Illinois, Maryland, Massachusetts, Minnesota, New Hampshire, New Mexico, New York, Tennessee, and Washington.
The National Center of Charitable Statistics (NCCS) at the Urban Institute, in collaboration with GuideStar and the National Association of State Charity Officials, organized this pilot e-filing project to ease the registration process for nonprofits and help provide guidance to the Internal Revenue Service as e-filing is developed at the federal level. The IRS currently has plans to implement an e-filing program for nonprofits for fiscal year 2003.
General Instructions: The survey below is designed to discover nonprofit opinions, attitudes, and capacity as they relate to electronic filing. Your response will be compiled by NCCS researchers and presented to the IRS to ensure that the interests of nonprofits are taken into account in designing an e-filing program. The survey will take about 10 minutes to complete.
All information collected from this survey is CONFIDENTIAL. The Urban Institute will not use your name or your organization's name in any report.
