DHS to add Borras
as undersecretary
Rafael Borras, who most recently served as vice president of construction services for the mid-Atlantic region of URS Corp., has been nominated by President Obama to succeed Bush administration holdover Elaine Duke as undersecretary for management at the U.S. Department of Homeland Security. From 1994 to 1997, Borras served as deputy assistant secretary of the U.S. Department of Commerce.
