Final Inventory Update Rule Not Ready for Publication

The Environmental Protection Agency (EPA) has announced that a new Inventory Update Rule (IUR) that would change the information that chemical manufacturers and importers provide to the Agency will not be issued in time for the 2002 reporting cycle. The new form, which has been in the works for over several years, had been submitted to the Office of Management and Budget (OMB) under the Clinton Administration. The Bush Administration is reviewing the form, and plans to resubmit a new draft to OMB sometime in early 2002.

The IUR requires companies that manufacture more than 10,000 pounds of organic chemicals listed in the Toxic Substances Control Act’s Chemical Substance Inventory to report on the chemical’s production volume, plant site, and other information every four years. The rule has been in effect since 1986.
