LAO Overview of May Revise Released; Recommends Rejecting the Elimination of CalWORKS and Child Care
By Paul McIntosh, Executive Director pmcintosh@counties.org The Legislative Analyst’s Office (LAO) provided its analysis of the Governor’s May Revise of the 2010-11 State Budget this week. The LAO concluded that there are alternative solutions available to the Legislature that would help preserve core programs. The primary recommendation was to reject the Governor’s proposal to eliminate CalWORKS and child care programs, as these are core pieces of the state’s safety net for the neediest Californians. In addition, these program eliminations would forgo nearly $4 billion in federal funding and would shift costs to counties as this population would be served under General Assistance exceeding $1 billion annually. The LAO also recommended that the Legislature adopt more savings than imposed by the Governor from the universities, trial courts, and public safety local assistance programs. The LAO also raises the question of whether the state should suspend Proposition 98.
