LAO Overview of May Revise Released; Recommends Rejecting the Elimination of CalWORKS and Child Care

The Legislative Analyst’s Office (LAO) provided its analysis of the Governor’s May Revise of the 2010-11 State Budget this week. The LAO concluded that there are alternative solutions available to the Legislature that would help preserve core programs.
 
The primary recommendation was to reject the Governor’s proposal to eliminate CalWORKS and child care programs, as these are core pieces of the state’s safety net for the neediest Californians. In addition, these program eliminations would forgo nearly $4 billion in federal funding and would shift costs to counties as this population would be served under General Assistance exceeding $1 billion annually. The LAO also recommended that the Legislature adopt more savings than imposed by the Governor from the universities, trial courts, and public safety local assistance programs. The LAO also raises the question of whether the state should suspend Proposition 98.

Municipal Bankruptcy Bill Back in Action ... With a Slight Tweak
AB 155, Assembly Member Tony Mendoza’s bill restricting local agency access to federal bankruptcy court, is now scheduled for a hearing in the Senate Appropriations Committee on Monday, May 24.  We urge counties that have not yet communicated their concerns to weigh in with the members of the Appropriations Committee as soon as possible.
