Legislature Recognizes California Counties with Resolution

For the past week, CSAC has been celebrating  
National County Government Month. On Thursday, April 22, the State Legislature joined in this celebration by adopting a concurrent resolution (ACR 21 – Conway) recognizing April as County Government Month.
 
The resolution was presented in the Assembly Chambers by Assembly Member and former CSAC President Connie Conway. A number of former county supervisors now serving in the Assembly participated in the event. Accepting the resolution on behalf of California counties was Valerie Brown, Sonoma County Supervisor and National Association of Counties (NACo) President; and John Tavaglione, Riverside County Supervisor and CSAC First Vice President.

Bankruptcy Bill on a Fast Track
Assembly Member Tony Mendoza’s AB 155 was approved by the Senate Local Government Committee this week on a 3-2 vote, with Senators Cox and Aanestad voting “no.”  (Please call and thank Senators Cox and Aanestad for their vote on this bill. Make no mistake – this bill is a very difficult vote for some members.)

AB 1682, by Assembly Member Norma Torres, seeks to amend Section 6254 of the Government Code pertaining to the Public Records Act.

SB 808, by Senator Lois Wolk, would extend the sunset date on the Delta levee maintenance subvention program from July 1, 2010 to July 1, 2013. The Delta levee maintenance subvention program was created by SB 541 in 1973 (Chapter 717, Statutes of 1973).

CSAC, along with a diverse coalition including former foster youth, social workers, foster parents, providers, the John Burton Foundation, and the County Welfare Directors Association (CWDA), packed the Senate Budget Subcommittee No. 3 hearing room on April 22 to ask legislators to restore $133 million in ongoing funding for Child Welfare Services (CWS).

AB 1704, by Assembly Member Kevin Jeffries, would have exempted from review under CEQA installation of a new recycled water pipeline and replacement of an existing water pipeline of less than eight miles in length within a paved public street, highway, or right-of-way.
