Chief Justice George Hosts CSAC Leadership
Chief Justice of the California Supreme Court Ronald George and CSAC leaders met in San Francisco on April 20 to discuss mutual interests, reiterate common goals, and explore ways to further advance cooperative and collaborative efforts. This year’s gathering gave both the courts and counties the opportunity to celebrate the extraordinary successes achieved over the last year in the area of court facility transfers.
The Chief Justice and CSAC leaders expressed mutual commendations for the work of the Administrative Office of the Courts (AOC) and counties throughout the state for the success of 501 court facility transfers as of March 2009. The conclusion of such a large number of complex real estate transactions since the court reauthorization measure (AB 1491, Jones) was enacted last year could never have been achieved without the steadfast commitment and leadership of the Chief Justice and Administrative Director of the Courts William Vickrey, as well as the efforts of many dedicated AOC, court, and county staff at the local level.

AB 155 Passes Local Government Committee . . . Just Barely
After an emotional debate, the Assembly Local Government Committee approved AB 155, by Assembly Member Tony Mendoza, this week. Counties will recall that this measure requires a local agency that wishes to petition for Chapter 9 bankruptcy protection to first seek the approval of the California Debt and Investment Advisory Commission (CDIAC). The bill, which was approved on a 4-2 (vote Assembly Members Caballero, Davis, Krekorian, and Skinner in favor) without any amendments, now moves to the Assembly Appropriations Committee.

AB 696, by Assembly Member Curt Hagman, would allow an applicant for a project and the lead agency, at the time of application, to opt to resolve all disputes arising out of a subsequent environmental impact report for that project before an arbitrator, in lieu of retaining the option to file an action or proceeding arising out of those disputes before a court.
