The Governor used his authority to line-item veto budget bill appropriations to cut $703 million from State General Fund expenditures. He eliminated an additional $240 million from special and bond funds.   The General Fund cuts were a key piece to breaking the budget deadlock between the two parties. The budget requires a two-thirds vote of each house, and the Senate Republicans – two of whose aye votes were required to pass the budget bills – called for the reductions. The $703 million in Governor-promised cuts assuaged their concerns, allowing the Senate to pass the budget without requiring concurrence from the Assembly, which passed the budget bills a month ago.
