Democratic Leadership Unveils Health Care Reform Compromise
By Steve Keil, Interim Executive Director skeil@counties.org President pro Tem Don Perata and Assembly Speaker Fabian Núñez held a joint press conference June 21 to unveil their compromise on health care reform legislation. Legislative leadership has agreed that AB 8 and SB 48 will be merged into a single proposal and that AB 8 will be the vehicle. Senator Perata stated: "I look forward to finishing what we have started and delivering to the Governor meaningful health care reform." Speaker Núñez went on to say "We've put together the vehicle to fix health care in California. Now the Governor needs to decide if he's willing to get on board." As proposed to be amended, AB 8, which will become effective in 2010, contains elements from both leaders’ plans, but still differs in some key areas from Governor Schwarzenegger’s proposed health care reform plan, which has yet to be released in bill form. AB 8 will continue to require all employers to spend 7.5 percent of their payroll on health care or to pay into a fund. The name of the purchasing pool under AB 8 will continue to be the California Cooperative Health Insurance Purchasing Program, or Cal-CHIPP.
