Governor Addresses Legislative Conference
By Steve Keil, Interim Executive Director skeil@counties.org Governor Arnold Schwarzenegger spoke at the CSAC Legislative Conference on March 28 in Sacramento. During his presentation, the Governor focused his remarks on corrections and health care reform, and repeatedly emphasized the need to work closely with local governments on these efforts. More than 400 attended the Legislative Conference to hear the latest news on these two issues, as well as the state budget, land use and other topics. Additional conference speakers included Secretary Kim Belshé, California Health and Human Services Agency; Secretary James E. Tilton, California Department of Corrections and Rehabilitation; Elizabeth Hill, Legislative Analyst for the State of California; Assembly Member Roger Niello; and Assembly Member John Laird.

Legislature Voices Displeasure with CalWORKs Budget Proposals
Assembly and Senate Budget Subcommittees met on March 28 and 29 to hear the CalWORKs budget. Both houses voiced considerable concern with the Administration’s proposed CalWORKs 2007-08 budget changes, particularly as they impact children. Please recall that the Administration is proposing to impose full family sanctions, whereby a family’s entire grant is eliminated for those families with an adult who does not comply with CalWORKs requirements for more than 90 days. Additionally, the Administration is proposing to eliminate safety net grants for children whose parents do not work sufficient hours to meet federal work participation requirements after timing-out. The Administration is also proposing to eliminate grants for children of CalWORKs ineligible parents.
