AB 2331 (Skinner) – Request for Comment
As Amended on May 28, 2010
 
AB 2331, by Assembly Member Nancy Skinner, would amend the Firefighters Procedural Bill of Rights Act (Act). The Act provides a set of procedural protections and rights to firefighters employed by public agencies and includes a requirement that all administrative appeals must be conducted in conformance with any rules the agency has adopted.
 
AB 2331 would provide that the provisions of a memorandum of understanding (MOU) in effect on or after January 1, 2008 holds precedence over the administrative appeals process specified in the Act if the administrative appeal is in conflict with the grievance arbitration provisions of the MOU.
 
AB 2331 will be heard in the Senate Judiciary Committee on June 22.
