In the current economic climate, retirement security has become an increasing concern for many Americans. In Utah, there has not yet been legislation passed to alter retirement benefits in order to reduce costs, but further discussions of how to ensure the solvency of the Utah Retirement System can be expected in the upcoming legislative session.

While the ULCT has not yet taken a position on a specific legislative proposal, we have overwhelmingly determined that something must be done with the current retirement system. This problem of structural liability and underfunding is not sound and will not self-correct. In short, we have taken the position that we must do something, and we are now working on determining what that “something” is.

Don’t Alter Retirement System Based on Short Term Investment Loss

Public employee pension systems throughout the country are experiencing financial stress due to the "great recession." However, even with the Utah Retirement Systems' (URS) $6.5 billion loss in 2008, Utah's retirement system is funded better than other states [1] and is ranked in the top ten percentile compared to other retirement systems. The Utah Public Employees' Association (UPEA) has taken the position that proposals to change the retirement system, based on short term investment loss are premature, especially when the economy is rebounding.

UAC Moves Forward Thoughtfully On Retirement Reforms

Over the last six months the Utah Association of Counties (UAC) has brought together each of its affiliate groups to discuss the question of how to respond to the current condition of, and deficit in, the Utah Retirement System. UAC sponsored a number of meetings while working to develop a position on whether changes should be proposed and, if so, what those changes should seek to accomplish.
