Part 1: An Overview of GDP, Jobs and Wages

January saw the release of the 2007 Economic Report to the Governor. This report was full of data and information regarding Utah’s economy and the news was exceedingly good. In fact, all of this good news makes some of us nervous, wondering when the next downturn in the economic cycle will come and when it does, how will Utah fare? This article is the first of four to be released in the coming months that will detail Utah’s economy, its strengths, weaknesses, and how it compares to the national economy and those of its neighboring states.

A New Take on Economic Development: Universal Preschool

In Utah’s recent legislative session, a bill was proposed for an optional full day kindergarten program. In arguing for the bill, Senator Hillyard stated, "It is for the kids and for us. Practically and monetarily we save money..." What if it were taken a step further and care for children prior to formal elementary education was viewed from a different perspective as an economic development tool. Several recently published studies have done so.

Longer term studies of universal preschool programs reveal economic benefits to the community as well as societal benefits, such as crime reduction. The following provides a brief overview of these studies as well as the relevance to Utah.

In-State Tuition for Undocumented Students in Utah

Utah is one of ten states that allow undocumented students to pay in-state tuition at state colleges and universities. However, there is significant disagreement over whether undocumented students can legally attend a public institution of higher education and pay in-state tuition. This year CPPA completed a policy brief on Utah’s in-state tuition law, an executive summary is provide here.

Western Presidential Primary Update

The 2008 election calendar is getting more and more compressed. Big states like California and Florida are pushing to move up their primary to Feb. 5. If that happens, presidential candidates will bombard the big states, and largely ignore smaller states.

Managing Workgroups

Requests for help in managing workgroups are on the rise. By workgroup, I mean a group of people from throughout the community who have common interests in a particular issue—issues such as the prevention of heart disease and stroke, promotion of healthy lifestyles, identification of efficiency benchmarks for Utah cities, or methods to reduce rates of recidivism in our criminal justice systems. By workgroup, I mean to imply that the group is suppose to do work—work that results in betterment of the common interest issue.
