Harper cuts Cabinet size, merges Human Resources and Social Development into one Ministry
Diane Finley named as Minister
Stephen Harper, Canada’s 22nd Prime Minister, named a 27-member cabinet, down from former Prime Minister Paul Martin's 37. Canada’s smallest cabinet had 11 members under John A. MacDonald.
At age 46, Harper is the fifth youngest prime minister in Canadian history. The average age of new prime ministers since Confederation is just over 57 years of age.
Perhaps the most interesting change in cabinet structure affecting seniors issues is the merging together of the departments of Human Resources and Skills Development and Social Development into one Department of Human Resources and Social Development. The new government says that this will ensure integrated policy development, as well as improved delivery of programs and services through Service Canada.
The new minister of Human Resources and Social Development is Diane Finley. Finley was first elected to Parliament in 2004 and she was re-elected in 2006. Since her election, she has served as Critic for Agriculture and Agri-Food.
Prior to her election, Ms. Finley was an administrator in the University of Western Ontario’s French immersion school. She later went on to work in the health care, transportation, agricultural equipment manufacturing, publishing and aviation fields. While Ms. Finley worked with the Laidlaw group of companies, she helped build Canada’s largest private ambulance service company.
Ms. Finley voted in favour of the Pension Income Supplement, an act to establish the Ministry of Social Development, and legislation that reduces taxes for US social security recipients in Canada.
