2006 Grant Year Deliverables
The efforts of the working groups formed to initiate and oversee 2006 grant-year projects are paying off for Bay Area SUASI jurisdictions. The Bay Area SUASI 2006 grant-year projects resulted in numerous deliverables, most of which are now in the hands of the participating operational areas to use or tailor according to their needs. Expansion of SUASI Responsibilities
The governance agreement between the Bay Area UASI participants allows for other federal grants to be administered through the SUASI governance structure. This is helpful since most federal grants require the development of a governance structure with new grant applications. Our SUASI MOU, seen as a model agreement, enables the Bay Area to focus on the coordination of multiple grant funding streams as we fill the gaps identified in our strategic planning efforts and/or reduce the identified threat/risk for our Urban Area. In addition to planning and managing the disbursement of UASI grant funds, the Bay Area SUASI has been tasked with the management of several other grant programs, bringing the total grant dollars managed to over $100 million. Grant programs and totals now under SUASI’s purview follow. For those grants that require a match, the amount represents the federal and non-federal match amount since SUASI must verify and monitor the match amounts to ensure compliance with grant guidelines.

The Regional EMMA (Emergency Management Mutual Aid) Project
Creating Capability through Collaboration
Hurricane Katrina and the recent Southern California fires highlighted the need for a robust emergency management mutual aid system. This system would enable impacted jurisdictions and the State to staff emergency operations centers with personnel well-qualified to coordinate response activities, including coordinating requests for Federal support.
In response to this need, the Governor’s Office of Emergency Services/Regional Operations Division is collaborating with the Bay Area and Los Angeles/Long Beach UASI (Urban Area Security Initiative) programs to implement the Regional EMMA (Emergency Management Mutual Aid) Project.
The objective of the Project is to strengthen our ability to manage complex, extended responses to large or catastrophic incidents through three initiatives. First, enhance the existing State EMMA Plan. Second, develop Emergency Management Support Teams (EMST) comprised of highly-trained, experienced and credentialed personnel for assignment in emergency operations centers. Third, develop and implement an advanced Emergency Operations Center (EOC) training program to improve EMST member response coordination skills.
