FY 2007-2008 Working Groups and Projects
The Bay Area SUASI working groups have been realigned to match FY 2007/2008 grant-year projects, which now include Regional Catastrophic Planning Grant Program (RCPGP) projects, in addition to those funded by UASI grants. The working groups and the projects that they oversee are as follows:

Emergency Management Advisory Committee:
This working group is comprised of the emergency managers from participating SUASI jurisdictions. This group advises the SUASI Management Team on all of the projects and activities it undertakes. Regional Planning:
A group of regional planners assists Bay Area SUASI jurisdictions to participate in regional planning. The planners provide outreach about SUASI and RCPGP projects to the stakeholders in their jurisdictions and in turn share the perspectives of their jurisdictions with members of the working groups and SUASI management. EMMA (Emergency Management Mutual Aid):
The EMMA Project is designed to enhance our local, regional and state capacity to provide emergency management mutual aid support following a large or catastrophic disaster. The project is creating specially trained teams of multi-disciplinary personnel capable of deploying on short notice to emergency operating centers both inside the impacted area and at the regional and state level to supplement existing incident management personnel. The Emergency Management Support Teams (EMST) are structured around the Incident Command System (ICS) management and general staff positions and will be trained to coordinate response support activities between the local, state and Federal response systems. Interoperable Communications:
This working group oversees studies and projects related to the East Bay Regional Communications System (EBRCS), the West Bay Regional Communications System (WBRCS), and the Silicon Valley Regional Communications System (SVRCS). The working group is also partnering with the Sacramento UASI to install microwave along the I-80 corridor. The Interoperable Communications working group is managed by SUASI Project Managers Terry Betts and Jeff Blau. Information Sharing:
This working group focuses on threat and risk and oversees the funding for the Terrorism Early Warning Groups (TEWGs) and the Northern California Regional Information Center (NCRIC). The Information Sharing Working Group is responsible for taking a decentralized system and three localized TEWGs and combining them into one centralized system housed in a Fusion Center. The group will conduct analysis of infrastructure and create a public outreach program. The manager of the group is Dave Hober, SUASI Project Manager. Infrastructure Protection:
This working group oversees the establishment of assessment teams through the Northern California Regional Intelligence Center (NCRIC) as well as the development of partnerships with Critical Infrastructure (CI) sites. The Infrastructure Protection Working Group will meet with the Information Sharing Working Group. The manager of the group is Dave Hober, SUASI Project Manager. Crisis Communication and Public Information:
This working group convenes Bay Area public information officers who will oversee the development of standardized messaging that all participating jurisdictions can use in the event of a regional-scale disaster. CBRNE:
The focus of this working group is to use the CBRNE 5-Year Strategic Plan developed with 2006 UASI funds as a roadmap to fill those identified gaps that are the biggest impediment to enhanced capability. Community Resiliency:
The Community Preparedness and Resiliency Working Group oversees preparedness projects undertaken through pro rata funding for operational areas in the participating SUASI jurisdictions. It also oversees regional projects designed to increase the level of preparedness across the region. The manager of the group is Guy Bernardo. For more information, please contact Guy Bernardo.

Economic Resiliency (Public and Private):
The Economic Resiliency Working Group is funded through the RCPGP and will often be co-convened with the Community Preparedness and Resiliency Working Group. This group will determine who has continuity of government or continuity of operations (COOP) plans in place and work to build that capability within the region. The group will be managed by SUASI Project Manager Colin Elrod. For more information, please contact Colin Elrod.

Mass Fatality:
The Mass Fatality Working Group is funded through the RCPGP and will be developing a mass fatality plan for the region. This project comes out of the 2006 grant-year CBRNE project where coroners and the issue of mass fatality were identified as a planning need. Mass Care:
This working group oversees the In-Home Supportive Services (IHSS) Project. Medical Surge and Mass Prophylaxis:
This working group oversees the assessment of medical surge plans as well as the evaluation of existing alternative standards of care in the Bay Area. The working group is also responsible for the Mass Prophylaxis exercise. The Medical Surge and Mass Prophylaxis working group is managed by SUASI Project Managers Caryn Thornburg and Michael Clark. Mass Transportation and Mass Evacuation:
The Mass Transportation and Mass Evacuation Working Group is funded through the RCPGP. The working group will be comprised of large organizations that are responsible for mass evacuation through transportation including Water Emergency Transit Authority (WETA) and the Regional Transit Security Working Group (BART, Muni, Golden Gate Bridge, etc.). The focus is to solidify stand-alone plans into a comprehensive regional plan. SUASI Project Managers Caryn Thornburg and Skip Shervington will manage the working group. Volunteer Management:
The Volunteer Management Working Group will develop a regional volunteer management plan that will include use of HelpBayArea.org, a web-based volunteer management system developed with 2006 UASI grant funds. Donations Management:
Funded through the RCPGP, this working group will develop a regional donations management plan that will detail mobilization, logistics and demobilization of the effort to deal with the large volume of sometimes perishable donations that inevitably arrive at disaster locations. Training & Exercise:
This working group develops and oversees large-scale regional exercises such as Urban Shield and Silver Sentinel, as well as Regional Training.
