The first recorded use of the word was in English in 1870 and simply meant “a horn player.” The term today means “blowhard,” “wind bag,” or a very talkative person. One can easily move from “a horn player” who blows wind into a musical instrument to one who is verbally full of wind and “blows out” very large statements. Source: Galahad Books 1993.
